It is decidedly not, as that monitor is a GPI-Pro Ultimate monitor and that base is a "Jerry rig" by Jerry Hill.

I understand that they weigh much, but they are actually pretty dense. You don't need much weight for it to be effective. I have seen ops use wiffle balls on the end. just comes down to how far out you extend the balls. it's just like figure skaters. they hold their arms out and they spin much slower. they tuck their arms in and their spinning much faster. same concept.
